As to your question, I wouldn't stress too much about it. Your 1L summer will most likely have little impact on the trajectory of your long-career. The biggest decision you have to make is transactional/litigation. If they do ask for specific practice areas, you can usually just say one that interests you. You usually aren't locked in. Some firms hire for specific practice areas, but many (most?) places are just going to try and gauge your interests in the interview.

I think the point is that every firms asks which practice group you're interested in. They've asked me that in every one of my interviews and I usually pick their two strongest ones and have a good answer as to why I like them. I then follow up with a discussion of how I'm only a 1L and that I'm not fixated on only those two areas and more than willing to work in other practice groups. I think OP is trying to research areas to be able to have a good answer to that question, as opposed to locking himself into a career path today.

So to get back to the original point, which would look better. Spending my 1L summer working for a firm or for a cabinet level federal agency?

Seeing as I am a 1L at median, I need to be realistic. I may have a couple of interviews, but still, the chances of getting work at a firm is looking fairly slim. The thing I like about working for HUD is that I would be doing almost nothing but real estate and financing transactional work - which is pretty much exactly what I want to do. There's also maybe the option of spending half of my summer with a judge.
