My bar stipend was taxed at over 40%. how is that even possible. Now I need to get a bar loan.

It's subject to an insanely high withholding rate since it's considered supplemental income. Kinda similar to how SAs are taxed as if they're making 160k of income instead of the 30-36k they actually make over the summer.
