Based on former posts and my own situation, references from Civ(Torts), USAO ED Cal, and EOIR have been called. Anecdotally, I've followed these threads for a few years and I don't remember anyone getting an offer without their references being contacted. But again, that's just anecdotal.
Also, Deana usually posts on the Avue site to say when offers will start go out. Generally, interviews have to finish, and the components have to submit names to central OARM to get them approved as finalists, before official offers can be made. They can only make offers to finalists, but not all finalists will necessarily get offers (though mostly this applies to OCIJ; I think for most other components, finalists pretty much get offers) (though again, this is anecdotal based on previous years, and with the change in the tech to add component codes and such, some of the logistics might change along the way).

Do you know if the people doing the reference-calling for OCIJ were from the actual immigration courts that are hiring? I was hired last year. ATR. My references were checked over a week or so before being named a finalist. I got an offer call w/in 24 hours of being named a finalist.

I really wish that we could limit this thread to the HONORS program, and have a separate thread for the SLIP program. Despite being the same application (more or less), they actually have very different processes after that fact. (Speaking as a former SLIP and current DOJ Honors applicant.)

I don't think they will be until at least later this week - interviews just finished last week and they'd need to contact references from those and I think they'll try to release all the offers at once (at least by component).
