I may be a little late the party, but I just heard about this new hiring scheme. If I've got ties to the bay area do y'all think it's worth it to send apps to both SV and SF? Would I have a hard time demonstrating to them that I'm interested in both offices?

Similar to what everyone else experienced. If I'm at a school that hasn't released GPA cutoffs yet, would you recommend just applying now and then emailing them with a follow-up when cutoffs are released? FWIW I think it would work to my advantage to report the cutoffs but I don't know if the delay in applying is worth it. The cutoffs could be released anywhere from 1 to 2 weeks from now.

In my opinion I think you should wait. People, myself included at one point, have been panicking over this early time-line because some people are beginning to get CBs at LA, DC, and NY (I only personally know about LA). However, I think this is likely the exception and not the norm. As has been said earlier, I think they are probably giving early CBs to the absolute top candidates now, and waiting on the OCI time-table to make the rest of the decisions.
