Makes perfect sense. The firm gets to keep their 100% offer rate, and when looking for the new firm, the summer can honestly say that they recieved an offer.
The other variation is saying you get an offer, but would be assigned to a group you don't want to be in.

Or they didn't have anything else lined up. If you didn't sign up for 3L OCI, which already sucks, and you have a crappy cold offer from a V20, you are going to take it. So the partner I work mostly for makes his associates sit in the room with him while he edits their work, sometimes for hours. Same with writing emails, conference calls (instead of dialing in from associate's office). This seems fucking weird to me, and a huge waste of time. Is this normal?
