That sounded like creating new positions and filling existing vacancies, not clear how it applies to accepted offers/HP offers

My impression: Spicer made it seem like it was just a freeze going forward. But he didn't specifically mention retroactivity one way or another. Hopefully he gets pressed on this

Word on the hill is that this is probably not retroactive but applies only to new and current openings. That's not confirmed though.

As far as DOJ is concerned, my hunch is they will keep hiring in most divisions at except for Civil Rights Division. Sessions wants to vigorously enforce federal law, kinda hard to do that without sufficient federal prosecutors. CRD will probably look like it did under Bush, only weaker.

obvs. tea leaves here but W.D. Louisiana criminal AUSA position was posted today on justice.gov... wondering if this means criminal AUSAs are exempt from freeze?

Job offers with start dates have gone out in the last couple weeks. I interviewed a week ago with an agency who didn't expect any hiring freeze to affect their hiring. Looks like they were wrong. Really wanted that job, too.

I'm reading this as if you haven't been offered a position under the executive branch, you're SOL.As part of this freeze, no vacant positions existing at noon on January 22, 2017, may be filled . . . This hiring freeze applies to all executive departments and agencies regardless of the sources of their operational and programmatic funding, excepting military personnel.
