I'm not actually sure they do second-round interviews. Damn I had high hopes of getting past the second round, but I haven't heard back for an in-person interview. Although they did ask for a writing sample and transcript. It was weird, though, because about a week after the phone interview (second interview for me), they asked for a writing sample and transcript because the hiring committee was going to be meeting to make "final hiring recommendations," and then a week or two later, I'm invited to an in-person DC interview? Maybe they are really undecided!
