Honestly what on earth is the incentive to set the market anyway? None of the firms that could do it are exactly hurting for willing recruits.

Firms, particularly the ones in any danger of setting/shattering the market, habitually struggle with attrition/retention. I suspect cravath likes setting the market so that they don't have to match what other MARkET SHATTERing firms do. If you are later you aren't setting the market you are failing to meet the market. Other firms just don't want to overpay.
