Foley & Lardner townhall last week seemed to indicate they may not do the DPW raises but instead move everyone to a national scale (now secondary markets are at a reduced pay level compared to Chicago/NYC). If it's like past raises it won't be effective until Feb 2022. Probably will still lose people to other firms so not sure why they are being cheap - but until the memo comes out only time will tell.
