What does it mean if we haven't heard back from Weil even though other people have heard either way (i.e. some have CBs, some have dings)?

Assuming you're talking about big NY firms then that's probably fine as well, but obviously the sooner you respond to them the better. If you're talking about a firm in a secondary market that takes a small summer class then I would try not to wait as long.

That's 8 dings and the rest on hold. I have just 1 callback with a firm outside v100. I don't know what happened. I have mid stone grades. Is this normal? Should I be happy with my 1 callback?
Where is your CB from? You should prep HARD, and check the CB --> offer percentage on the EIP website.

Not necessarily. It might just mean they forgot about OP. OP may have been so unremarkable that it's like they never even interviewed. Just one plausible explanation.

Another is that you're not rejected yet but not called back yet. Also, check your spam filter.

Maybe you're on some kind of alternate or waiting list, depending on who takes the CBs from their initial round? Not getting a ding when others are getting them (especially if others who interviewed with your interviewer) has to be at least somewhat positive
