At least a couple of firms are still giving out offers.

I know of offers from pretty much every DC firm that was at my school's OCI, but I also know of people at pretty much every firm who have had CBs but not dings. (This was more true a week ago than now). My assumption is a lot of firms have moved on to their wait lists and that's where the movement is coming from now. So, I'm guessing word is out at a lot of places.

FWIW I have not heard from Sidley either.

We're on a wait list. They're not making any offers till they get some movement.
