I live in the burbs, but here's a quick breakdown of some of the city areas - I'm sure other Phillies will disagree with me on some of these

Rittenhouse - expensive, very nice
Old City - not as expensive, lots of bars and near the waterfront
UPenn/Drexel area - lots of other students in these areas but getting to Temple can be a hassle from here
South Street - personally my favorite area, lots of bars, shops, and restaurants - but can get shady on weekend nights due to the riffraff

South Philly - you can find some really great deals on apartments, more of a neighborhood feel
Northeast - not popular with people that aren't from Philly, some shady areas
West Philly (eg - higher than 45th st)/North Philly - No. Just no.
