ABA 509 Report Question (LSAT Figures)

On the ABA 509 Standard Information Reports under the LSAT section, does the "# not included in LSAT calculations" just represent GRE-only applicants?

Are there other reasons for no score or exclusion?

There are certain very rare circumstances where you matriculate at a law school without the normal application process, e.g. doing a JD-PhD (although I suppose those are mostly also going to be GRE takers). The stat is people like that.
