Stop thinking of law schools as the goal. They aren't the goal.
What do you want with a law degree? Where do you want to practice?
You have a shot in the lower T13 with your LSAT, with next to no shot at places like CCN. But that shouldn't inform your decision, and what schools you should apply to/cross off is entirely dependent on what your goals are for the degree.

A retake could help if you underperformed for cost purposes. And health law could range pretty drastically from the low end (medical malpractice) to the high end (DOH, NIH, policy, etc.).
Considering you prefer DC and VA, I begrudgingly suggest UVA as your best option. If you're in-state, and you can negotiate, then UVA will possibly be your best option.
But you should still apply broadly.

I am more interested in policy than malpractice, as I'm currently working with a healthcare law firm and very much enjoy the work. I am in-state! Why begrudgingly? Is it a crapshoot with my stats? Does applying ED make any difference, or does it just negate any chance of negotiation? Thanks so much for taking the time to help, by the way. I really appreciate it!

ED can make a huge difference at UVA, but you eliminate your leverage if you ED. If you need that leverage, you should hesitate to use it. But if you know UVA is the school for you and you have the cost covered, ED is a great call.
