I scored 169 in June, but just got my score from September and it's 162.
Studying for the retake, I have been PTing above 170 most of the time, but I have already done all the PTs while studying for June. Looking back, I guess the PT scores were higher than what I really could since it was my second time doing them.
I want to apply this cycle, and my aim is one of T14. Should I retake in December, or should I just focus on writing the personal statement and the addendum to explain the second LSAT score?
I am seriously depressed...... somebody please help me out.

With a 169, you're still in the running in the T14 depending on your GPA.
But what happened on test day that caused you to underperform? Was it something that you can eliminate so you're more likely to hit your PTs? If you can stamp out the problem, then a retake couldn't hurt.
You can also start working on your PS, DS, resume, etc. while you study.

What's your GPA? A 169 with a decent GPA gets you in to a large chunk of the T13, probably with some money.

My GPA is 3.83/4.00 from a known-enough liberal arts college.
I honestly have no idea how I got that score drop. I took the test outside the US, so I will never know on which section I flunked.
Would this score drop affect my chances?

No, it won't. You're good at the lower T13 (not promising all of them, but you'll get more than one).
ETA: still try to write an addendum to explain the drop. It will look weird to admissions, but if you give a reason for the drop, they won't bat an eye.
