Application Deadline (is it when you submit it, or when it becomes complete?)

Let's say an application is due, according to their website, on March 15. If I submit it on March 15, but it becomes complete on March 16, does this mean I missed the deadline? I guess every school may be different but I just wanted to know a general consensus or if anyone has experience with this, thanks

No special insights, but I would assume it's when you submit it.
