These schools will converge to around the same 25-30 ranking wise in 10 years.

Those rankings are largely meaningless. These are all strong state flagship schools, and in 10 years they'll likely still be strong state flagship schools, positive and negative connotations included.

OSU, Wisconsin, and Indiana are already ranked 30, Minnesota is 23. So all you're saying is chose Iowa over Illinois if its cheaper? THEY ARE REGIONAL SCHOOLS, THEY WILL CONTINUE TO BE REGIONAL SCHOOLS IN TEN YEARS, AND YOU SHOULD CHOOSE BETWEEN THEM BASED ON WHERE YOU WANT TO PRACTICE.
