Are scholarship offers contained in admission letters?
I'm wondering how schools inform students about scholarship offers? Will they send an e-mail/letter with the offer of admission as well as the monetary amount of the scholarship they are offering? Or do they first offer admission and later offer the scholarship? I'm just trying to find out what sort of timeline I can expect....

Usually first admission then scholarship later (possibly even months later).

Totally depends on the school. Two of my schools included scholarship info with my letter of admission. Others do it later. If you want to name specific schools you'll probably get more helpful information.

Okay I'm specifically wondering about Berkeley, UVA, Penn, NYU, Columbia, and Chicago. I also applied to Duke but I've heard they interview before offering scholarships.A. So if they offer scholarships later then I guess schools don't expect you to answer immediately? I mean, if a school that isn't my first choice offers me admission but doesn't let me know the scholarship they're offering, would I be able to wait until I hear back from other schools and hear back about what kind of money they're offering?

Go poke around the c/o 2020 threads for those schools. If you see people saying they got in with no mention of money, then you have your answer. Berk does acceptance and financial aid award seperately. I believe most (if not all) of the others do as well.
And no schools do not expect an answer immediately. Your affirmative "answer" will be in the form of you making a seat deposit later in the spring.
So there will be a period of time in a couple months when you'll likely have all your scholarship offers and will be in a position to negotiate for more money amongst the schools.
