App and native language question?

I'm in the process of completing all of my apps, but have hit a bit of a roadblock. One of the schools that I am applying to has stated that if I have anything other than English as my "native language," I would have to report a TOEFL score. But, here's the deal...my native language is something other than English, however, I taught myself English by around age 5. I speak it fluently now, more so than I do my native language.
I spoke with the school in question, and they told me to submit a TOEFL waiver. Is the whole "submit a TOEFL score if English isn't your native language" thing a general policy for all schools (I don't see it listed anywhere on my other apps)? Or is this one particular school a special case?

Hmm, interesting. Are you an international student? And what school is this if you don't mind my asking? (you can PM me) This sounds like a special case, haven't read anything like this for other schools.

For that majority of schools you need to submit a TOEFL score if your native language is not English, unless your UG studies were in English

My UG studies were in English.

Either way, I just got off the phone with my parents. Apparently I spoke English prior to learning my second language. Glad I don't have to deal with that.

It seems OP discovered his native language is English, but I denoted Spanish as my native language on applications and did not have to deal with a TOEFL waiver. But I am not an international student and did my UG in the U.S. I have been accepted to several schools so far so it looks to be a non-issue just as an fyi!
