When to negotiate?

I applied to Georgia, Alabama, Tennessee, Kentucky, Louisville, Northern Kentucky, Cincinnati, Ohio State, and Indiana. I have received acceptances from UGA, UA, UTK, NKU, and OSU so far, and have scholarship offers from all.

Questions:

-Which of these schools (other than those in the same state) could help negotiate with others?

-When do most people start to negotiate scholarship offers, and when is the most effective time?

Traditional wisdom says you should wait until you have good scholarship offers. I dont know much about your area, but I would leverage the Kentucky schools against each other starting with the lowest ranked school. Get them to increase, and then move your way up the chain.
