How early is too early to negotiate scholarships?

I heard back from another school today and was accepted, with no mention of scholarship information (School A).

I was accepted into a comparable school (School B - Same LSAT median, slightly higher median UGPA) with a 100% scholarship earlier.

School B gives about 70% of the incoming class some money, School A gives only 30% some money. Therefore, I tend to think I was not given any money even once the package arrives in the mail.

Would it be to early to email them about the scholarship from a very comparable school, or should I hold off until Feb/March/Early April?

Does the school give any specific timeline for scholarship consideration? Most schools do not include that information with your acceptance, so I'd check their website to see when they generally inform people about scholarships.
