My impression is that LSAC will not send your CRS reports to schools until they process ALL your transcripts, so you can submit but schools will probably not review your files until your graduate transcript is processed by LSAC.

Can you get a "non-final" transcript? You should 100% be able to apply before "graduating" in December"; undergrads do it all the time.
