Format of a "Why X"?

I was planning on just writing a page or so about the programs that I'm interested in, ties to the area, and anything else that connects me to the schools that I write these for. Is there anything specific I should do format-wise on these? Is there a standard length?

General wisdom around here is keep it to a page, talk about the area and at least one specific program at the school. If a school wants anything different, they'll tell you.

Yeah, try to keep it to around a page. You can talk about programs you like, professors you'd like to study/work with, and anything about the region that draws you to that school. I've seen plenty of attempts at these essays with a fair amount of fluff - keep that to a minimum. There's no need to keep telling them how great their school is - focus on substantiating your reasons for wanting to go there.
