fee waivers
can i start applying for application waivers now?

If you're talking about applying for the LSAC fee waiver, there's no specific time window to apply for that.
As far as I recall, there's no application process for individual school waivers. They either ask you to get the LSAC waiver, or you just inquire with the admissions office about a direct waiver from the school. I think you probably can ask them now, but some schools may not send out their wavers until closer to September.

yes I am talking about individual waivers.
