Cal most likely won't care, but I'd highly recommend doing something to improve your application in the meantime.
Retaking the LSAT is a great option.

You may reapply as your prior situation will likely not hurt your chances of admittance. It is important to strengthen your application by increasing your LSAT scores, increasing your GPA, obtaining stronger letters of recommendation, or adding to your extra curricular activities/work experience. There also may be a section in the supplemental application regarding whether you have applied to the school before and why you chose to reapply.
