I'm no expert, but it seems like going with the Director is a better idea. You got the business card! Go for it! Why voluntarily be generic?

When applying for a job, would you rather follow up with the company's general email, or the hiring manager? I don't see the downside unless your email is badly written.

I'm a bit hesitant because the email addresses is public; it can be found on the website. While I did receive the business card, I am careful not to bother them with it -- maybe I'm just overthinking it.
