Hello,
I submitted my application on November, but have not yet received admission/reject from NYU.
NYU has sent me a letter that my application is still under review. Is it okay to send LOCI to NYU with some scholarship and admission information from other schools?

I definitely would not include any scholarship info until you are accepted, as it would come off as presumptuous. It's like saying "hey I'm not accepted yet but I know that I will be, so let me try to start negotiating scholarships already."
On a similar note, I don't know that I would include info about other school admissions either. Technically, whether you are admitted to other schools should not affect whether you are admitted to NYU. So by informing them of your other admissions makes it look like you're implying they need to admit you because of that ("hey I was already admitted to Columbia so why don't you admit me too?").
Personally if I was writing a LOCI, I would just stick to the reasons why I want to attend NYU, and any life updates (grades, etc.).
