I wonder why Iowa is placed so high. Its employment numbers are roughly equal to 30ishes (for instance, OSU), significantly paler than those of its ranking peers like USC, Emory.

The 2016 rankings came out in 2015. They are released in March of each year, and are always labeled for the following year. So the rankings for the period of March 2016 to March 2017 are the "USNWR 2017 Rankings".

I think it may be because a student who is researching graduate schools (and reading rankings) in 2016 is looking to attend school in 2017.
