LOCI Question

I looked and could not find a thread for my specific question so here it goes. I was waitlisted at Temple. Would it be a good idea to mention something in a LOCI along the lines of "although I have received acceptance offers and generous scholarships from Drexel and Penn State, Temple definitely remains my first choice"?

Or is mentioning other schools like that only best practice for scholarship negotiations?
