How bad is reapplying?

My GPA 3.74 (Medium of T14) is so-so and my LSAT 163 is low (25% of T14 ).
Absolutely don't want to waste a year since I am not fresh any more if I can get into T14.
But if not, I can retake and reapply next year.
Should I try my luck this cycle for T14 or should I just wait for next cycle?
How much does reapplying impact on the chances of getting in?
