applying while waiting for last LOR?

One of my professors still hasn't finished the rec and said he'd get it in by the feb 1st deadline...but my question is can I still submit my application before he finishes it? I have everything else ready. Will it make any difference applying mid-January versus late January?

This has been gone over numerous times and im pretty sure it says as much on LSAC as well. If the LoR is required by the school, the application wont transmit. If the LoR is not required, you can submit the app to have it transmitted, and then assign the LoR and it will be sent when it is submitted by your prof.
