Will applying then not choosing to go hurt me if I reapply?

Hey guys, does anyone know if applying to some schools and then not enrolling if I get accepted would hurt me if I wanted to apply to the same school the next year? I'm assuming that I'd have to reapply, but I don't know if their admissions office would be pissed that I didn't enroll the first time.
