Apply before LoRs?

Simple question (I think?) that I couldn't find the answer to: Can you send an application before you've received (or rather, LSAC has received) the LoR that are assigned?

I have fee waivers that expire soon.

Do you have the required minimum number of LoRs in your file? If so, even if you have assigned more LoRs with LSAC (like the school requires 2, you assigned 3 but only have 2), your application is complete and the school will review it. When new LoRs come they will be transmitted to the school too. If, however, you do not meet the minimum number, your application file will be in pending and waiting for documents state.
