Is it acceptable to have recommendations from high level people within the company where I work, but not my boss?

I would get them from EVPs, but not my boss. I don't think he'd write me a good one. I'm assuming this solely on the fact that he doesn't want me to leave the company. :/

Absolutely fine, assuming they're familiar with your work product and performance.

I used to work in an overseas branch of a tech MNC and I'm sure most people, throughout their career, may never have any contact with the "boss".
