Yes you would have a chance. Your GPA isn't the best for Harvard but it is not prohibitive, as long as you can crush the LSAT. Your master's GPA won't really matter, but the fact that you have an advanced degree will help your application at the margins.

If you do that, you might as well wait and apply after the December test - they won't look at your application till it's complete anyway, so you're not going to get any boost by submitting everything but the LSAT before that. General consensus is that applying later with a better score is better than applying early with a worse one.
