What does this mean?
Say my ugpa is 2.5. I've heard ppl say that this has the same effect as someone who has a gpa 0.2 short of a school's %25 entrance gpa. I'm not sure this makes sense though, don't schools average incoming gpas?

Schools don't necessarily "average" incoming GPAs. Rather, they take the median (and 25th, 75th).
So a GPA that's significantly below the median and one that's just below will have the same effect. However, I imagine that an extremely low GPA will produce a sort of psychological barrier to admitting the student.
Say you're applying to a school with a 3.6 as its 25th% GPA. Then your 2.5 would have the same effect as a 3.4. However, the admissions officer deciding between the two would surely prefer the 3.4, ceteris paribus. So no, schools don't really average, but also, no a 2.5 isn't necessarily going to be viewed as someone who's just .2 short of a school's 25th.
