Fee waiver already?

So I just got an email from Michigan State saying they want to give me a fee waiver for the upcoming cycle. I haven't even taken the LSAT yet...is this normal?

I got one too with a 2.86 GPA and no LSAT, so I'm going to assume it wasn't anything specific.
