Importance of UG GPA vs. UG institution

I went to an incredibly average school (York College of Pennsylvania if that helps) and graduated with a degree in political science and a 4.0 GPA. I took my first practice LSAT and got a 168 (before studying) and after a little bit of studying, I took it again four days later and still got a 168 (I wasn't expecting much improvement from a few days). I will continue studying (I have a few more books on the way) and take a class in September, so I'm confident I can improve that score by a couple points. My question is, considering these factors, especially my UG institution, do I still have a chance at T14 schools? My top pick would be UPenn. Any thoughts or feedback? Thanks!

Congrats, you have a 4.0. It will be looked at pretty much exactly the same as a 4.0 from anywhere else.
