Any time before December is considered pretty early. Wait, save the money, and enjoy a great cycle (assuming you're GPA is as great as your LSAT)!

Waiting 2 - 3 weeks until you get your waivers isn't going to hurt your application at all. Applying in September at all is REALLY early.
