I'd go with the attorney that knows you best. No one wants to read a generic LOR and if you can find an associate who can throw in some particulars about why you're so damn awesome it will make for a much better letter.
It shouldn't matter whether it comes from a partner or an associate.

It is always best to get a letter of recommendation from someone who knows you best and someone you know will write a true letter on your strengths and qualities as an individual and employee. In your case, that might mean the associates because they work with you more closely, but if you are set on getting a letter from the partner, you can always provide your resume and other involvements so that they can get a better idea of who you are. In addition, they are always free to contact the associates who work with your more closely.
At the end of the day, a letter of recommendation is exactly that, to recommend you. Whether you obtain it from the partner or associate, the schools will still look to the content to see what type of student, employee, and person the person writing perceives you as.
