Waitlist and Financial Aid Forum

When you're waitlisted and a school says there won't be financial aid for students admitted off the waitlist does that mean merit based financial aid like scholarships or grants and what not, or does it mean financial aid period, like you won't be offered loans or any of it and you'll just have to figure it all out on your own? And is that only for your first year, or is that for all 3 years?
