Just noticed that on one of my applications, it lists when my LOR was submitted. If I were to reapply next cycle, would it hurt my chances if they see that some of the letters are from the previous year?

A new personal statement and updated resume are your main concerns for reapplying. If possible, try to snag a new rec (I couldn't ).
