I feel like its acceptable to raise scholly money, but as for getting accepted, its too late because many seats are already filled.

No idea...i'd just ask the schools you are interested in individually. If you don't want to disclose your identity you could be creepy and use a dummy email/name.

For an URM and your GPA i'd just blanket the T14 right now. Honestly you could probably get into some of the schools and also get aid $$$ potentially. Check out LSN for some comparisons.
