Have three recs on file, 1 each of academic, volunteer work (current), former employer. I will not have any other Lor within the next year. I can easily see a reapplication to my t14 "reach" schools say t6. Many of these require 2 recs but accept more, and require a new lor with the reapplication.
What should one do, hold 1 Lor for waitlist or reapplication? The three letters are complementary and only one is related to a current activity.

I'd submit them all. If you get WLed you can submit a LOCI or a "why X" essay to help push you over the ledge. Apply with your best foot forward.

i will not have any additional letters the whole year which includes the next cycle, so will not have new LOR for WL or reapplication. It probably wasn't clear in the OP.
