Did you receive multiple revisions in response to feedback? If so, then that would seem to be what Harvard is requesting. If it was just a paper you turned in and received feedback afterwards or even turned in, was once reviewed by instructor, updated by you and then submitted, then I would say it doesnt not meet the "multiple revisions" requirement.with multiple revisions in response to feedback

Anyone know if this will be held against an applicant? Asking for a friend, it wasn't part of my friend's degree program (it included a number of projects and some research papers/lab research, but nothing published in a journal/no thesis requirement)

Don't take it literaly like an ass. The broad language is intended to allow people with legit writing projects to include theirs, not force you to include the shitty term paper you wrote on Hume or colonialism or whatever. If it's not published or a thesis, leave it off.
