What is the X factor...

in receiving those giant scholarships to T14s (Levy, Rubenstein, Hamilton, etc.)? I look at LSN and it just seems that numbers aren't sufficient and I haven't found enough evidence to believe that softs are necessary. What is it? How do two 171/3.9x type people get such different outcomes? Is this one of those times when LORs, Personal Statements, etc. are important?

Not necessarily, though. I know someone who got a named full scholly who was non-urm and just worked a simple job at a dept store (numbers were 173+/4.0)

I've talked with several people who have similar numbers to mine but are significantly outperforming me, and the commonality among their applications that I don't have is strong softs.

8.5 to 9 inches and up gets you a good scholly.

6 and below gets you nothin'.

7 gets you off the wait list if you're up against someone with a 6.
8 gets you off the wait list if you're up against someone with a 7.

10+ get named schollys

I worked for years as a law school admissions consultant, and I have a lot of anecdotal evidence, both on admits and scholarships. Obviously, I can't provide too much detail due to client privacy issues, but I've had many students well below median admitted and even offered some incentives, one told directly that she was offered a scholarship specifically because of one of her optional essays and another invited for an interview because of his personal statement.
