It's going to depend on the deferral agreement on a school by school basis, but the one you posted sure reads like a binding deferral that would include waitlists.

Yes. That seems explicit to me. How does a waitlist not = an active prior application?

If you really want to know, just use a dummy email and ask the admissions team. Or even straight up ask once you're offered a deferral agreement to sign.
