My question is, given the late re-take (which was a significant improvement on my previous LSAT score), should I at all be thinking about re-applying to H and other schools in September next cycle?
Yes. You should get good $$ in the T14 with a 176 if you apply early.
If I am lucky enough to get in to Columbia this cycle, would withdrawing and re-applying next year hurt me?
Not at all.
