Application on HOLD

So my application is on hold at my state school that is a tier 1 public institution that would give me in state tuition. What is exactly does "hold" mean? On the status checker it emphasizes how it's different from waitlist but how is that?

a hold means the school needs to re-evaluate and re-assess your application after reviewing the entire application pool to get a better sense of your candidacy.

a wait list means the school reviewed your application and believes it's not strong enough to warrant an immediate acceptance but is nevertheless willing to possibly offer you admittance if other accepted students do not matriculate.

hold > waitlist.

Drastically varies from school to school. But no you are not a shoo-in.

I'm just a little nervous because it's getting late in the cycle and I thought u had my mind made up in where to go. If I get accepted here, it's more stuff to consider

There need not be a functional difference between a wait list and a hold list.
