LOCI after PR even if unsure you want to attend?

Dilemma:

I'm currently waiting on three more schools to render their decisions and have a few offers, one of which I am highly considering at the moment. I was placed on the Priority Reserve list of a school ranked higher than the one that I currently have an offer from, and want to know if the general consensus would be for me to write a LOCI and/or interview with the school to raise my chances of getting accepted off of the w/l. TBH, I'm not sure if I would attend the school (especially if at sticker), but I want to have as many options open before I make a decision on where I want to go.
Are there any repercussions from sending in follow up material and (if I'm lucky and get off the wait list) ultimately choosing to go with another school?

Isn't duke the only place that does priority reserve?
